The Hillcrest Cluster Association’s Annual Member Meeting will be held on Thursday, December 9, 2021 at 7:00pm. While the cluster has typically held a pre-meeting dinner provided by the Board, this year, due to ongoing concerns with COVID-19, our annual meeting will be held entirely virtually over the Zoom online meeting platform.

While we understand that this may present some additional challenges for some members of our community, the health and safety of all residents and homeowners is our top priority, while still providing an open forum for discussion, updates from the board, and our always important election of board officers. The Zoom call-in information is provided below, along with some additional information to help you utilize Zoom if unfamiliar.

The Hillcrest Cluster Association annual meeting offers residents an opportunity to find out what the Board of Directors has been working on during the past year, what the plans are for next year, and it provides an opportunity for owners and residents to raise matters of general concern.

Election Details

Each year, HCA members have the opportunity to elect members of the organization to serve on the Board of Directors, which serves as the decision-making authority for the cluster. These individuals are volunteers, who serve many hours each week to resolve problems, improve the common property of the community, and make the cluster a great place to live.

For 2021, there are 2 positions up for election. Prior to the Annual Meeting, there was an open call for candidates, and 6 candidates came forward to run.

Each household is entitled to one submitted ballot, on which you may vote for as many as TWO candidates, which may either be selected from the candidates listed, or by write-in vote. For 2021, we have offered several voting options:

Physical Ballots

Each home was mailed a physical ballot on November 9, 2020 as part of the Annual Meeting announcement packet.

You may submit your physical ballot by completing it in full, signing it, indicating your house number and then doing one of the following:

  1. Placing it in a sealed envelope and hand-delivering it to 11142 Saffold Way, Reston, VA 20190;
  2. Placing it in a sealed envelope and mailing it to Hillcrest Cluster Association P.O. Box 3256, Reston, VA 20190, or;
  3. Emailing a PDF scan of the ballot to the cluster Board at info@hillcrest-cluster.com

Electronic Ballots

This year we are introducing electronic ballots which can be completed online at the link below:

Ballots must be received by December 8, 2020 to be counted. We ask that each household select only 1 means of voting. If for any reason, multiple ballots are received on behalf of a single household, the latest ballot received will represent the vote of the member household, unless a physical ballot is received, in which case the completed valid physical ballot will serve as the vote tallied on record.

If you are unable to call into the meeting, you may use the proxy form which was included in the mailing to authorize a representative to vote on your behalf on any topics that should arise during the meeting unaffiliated with the general election.  This form should be hand-delivered to 11142 Saffold Way, Reston, VA 20190 or mailed to Hillcrest Cluster Association P.O. Box 3256, Reston, VA 20190, and must be received by 7:00pm December 8, 2020.

Individuals elected to the Board will each serve a three-year term from January 2022 through December 2024.

Although renters are not eligible to vote, they are welcome to attend the dinner and meeting

To ensure the Board has the most up-to-date contact information for owners and residents of Hillcrest Cluster, we ask that you take a moment to fill out the 2020 Cluster Census form as well. The information collected in this form is critical to allow the Board to ensure all residents and homeowners are aware of updated policies and impacts on cluster services.
